    The World Court holds its first session

    The International Court of Justice met for the first time in The Hague, set up so that nations could settle their quarrels with legal argument instead of arms. It has ruled on borders, fishing rights, and the rules of war ever since. A courtroom is a slow way to keep the peace, but it beats the alternative.
